But now it seems that it is desirable to draft them on to a Design Layer, then create viewports on the Sheet Layer. This seems to apply to at least some text as well. Do I have this right?

Just starting out in VW 2012. Happened to find space planning tool, used it for study. Didn't know it existed. Also reading manuals. Question: how many Classes is normal for a VW drawing? Are the Classes equivalent to the other cad program's layers?
