Sheet / Viewport Scale Question

I have created a sheet with a cropped section of my design layer.  I've increased the scale to add additional detail.  When I create dimensions on the sheet, it shows in actual inches of the drawing.  How do I make it show the actual length.  My scale is set for 1/4" = 1'.  For example.  One of the lines is showing 3 1/2".  It should be showing as 14'.  It dimensions correctly on the design layer.  Is there a setting I'm missing to make the scale show correctly on a sheet? Thanks, See More
