I want to model a single panel from the image below, and have drawn the lines in the sketch below that are necessary to derive the shape, but can't figure out how to make it work. I have tried the various 3d power pack items; loft, nurbs, etc., but can't seem to figure it out. Can anyone help?

I would suggest a simpler process:
1) extruding each profile as you've drawn above, one on the x-axis & one on the y-axis;
2) ensuring the blocks are the same size looking from the z-direction [so the bases of the profiles coincide];
3) intersecting the two solid objects.
Then you can create a symbol of the resulting block & replicate it -- rotated about the z-axis where required to create the panel of anechoic chamber foam. The symbol conversion reduces the memory footprint & allows easy editing of the shape, if required.
